The bank was originally established on Falgun 11, 2065 B.S. in Butwal, Rupandehi, the economic and industrial hub of western Nepal, with operations covering three districts. As part of its long-term growth strategy, the bank successfully expanded through strategic mergers and acquisitions that strengthened its financial foundation, broadened its geographic presence, and enhanced its service capabilities.

A major milestone came on Chaitra 4, 2069 B.S., when the bank merged with Resunga Bikas Bank of Gulmi and adopted the name Shine Resunga Development Bank Ltd., expanding its service area to ten districts. The bank further strengthened its operations by merging with Gaumukhi Bikas Bank of Pyuthan on Jestha 29, 2073 B.S. Subsequently, the acquisition of Bhaargav Bikas Bank and Purnima Bikas Bank on Ashwin 27, 2076 B.S. enabled the institution to achieve National Level Development Bank status on Mangshir 10, 2076 B.S.
