Nepal Rastra Bank (NRB) has amended its Unified Payment System Directive 2082, introducing stricter customer verification requirements for licensed digital payment service providers.
Under the revised rules, Nepali citizens opening digital wallets must have their National Identity Card details verified through official electronic records. Existing wallet users are required to update their National Identity Card number by mid-October 2026 (Ashoj 2083). Service providers must also collect self-declarations from users regarding their National ID status.
The directive includes special provisions for Nepalis living abroad and individuals unable to care for themselves, allowing wallet registration using alternative documents, with National ID details to be updated later where applicable.
The new measures aim to strengthen customer identification, enhance security, and improve compliance across Nepal's digital payment ecosystem.
