NRB Revises Unified Directive: Changes in Interbank Borrowing Rules and Digital Services

Nepal Rastra Bank (NRB) has revised its Unified Directive, 2082 for licensed ‘A’, ‘B’, and ‘C’ class banks and financial institutions under Section 79 of the NRB Act, 2058.

As per the revised provision, interbank loans and borrowings will no longer be treated as regular credit facilities but only as interbank transactions, with a maximum maturity of seven days. However, credit transactions related to government programs supported by international donor agencies will not fall under interbank borrowing classification, and related details must be reported to NRB.

The directive also requires banks to use the “Mero Kitta” system for services such as land maps, field books, and plot register prints, including online payment of related fees through institutional access.

The move is aimed at improving interbank discipline and expanding digital service usage in the banking sector.
